Vienna at a glance: Town review, county permits and Windover Heights
Vienna has two layers of rules, a historic district of its own and its own trash crews. Here is what each one means for a remodel, every fact linked to where it comes from.
Building permits
Fairfax County, in PLUS
Even inside the Town limits, the building permit and the trade permits come from Fairfax County Land Development Services. The Town of Vienna works as the zoning layer on top.

Three Vienna homes: a kitchen, two bathrooms and a whole house
Each story walks through the whole job, from the first 3D drawings to the finished rooms, and all three homes are in Vienna.

The cooktop came out of the island
This Vienna kitchen used to cook on an island cooktop under a steel chimney. Now a 48-inch dual-fuel range stands on the wall under a painted wood hood, a farmhouse sink sits centered under the window, and the long green island is free for prep and stools. Across from it, glass-front cabinets lit from inside run the length of the room.

Two bathrooms, one job, one home
Upstairs in this Vienna house, a new wall gave the primary suite a separate walk-in closet behind a pocket door. The bath itself got a diagonal checkerboard floor, a freestanding tub by the window and a glass corner shower with two niches. In the same house, the guest bath swapped its jetted tub for a soaking tub and gained a second sink.

A whole house, one stage at a time
These Vienna homeowners started with two bathrooms, then came back for the whole first floor. A steel beam opened the walls, the kitchen got a sage-green island and a hood with a white oak band, and a wet bar, a wine-red powder room and a mudroom followed. Last came the front of the house, with a full-arch iron door.
Read the Vienna whole-house story →The kitchen in the first story stayed a kitchen, which matters in Vienna. Inside the Town of Vienna, a wet bar or a second kitchen is among the additions the Town reviews, along with basement renovations and exterior work; a remodel above the basement that changes nothing outside is not on that list. Town: residential projects We sort out which side of the line your plan falls on before anything is ordered.
Kitchens in Vienna
Kitchen remodeling in Vienna: the kitchen you have, or one more?
For a Vienna kitchen, the first permit question is not about cabinets at all. It is whether you are renovating the kitchen you already have or adding another one. The Town leaves interior renovation above the basement, with no exterior work, off its review list, but it keeps added kitchens and wet bars on it. Town: residential projects Rebuilding the main-floor kitchen in place is a county permit matter; a second kitchen for a parent's suite brings the Town in first.
Fairfax County then sorts the trades. Its list puts a kitchen renovation on the permit side and a plain swap of cabinets and countertops off it. A sink that moves needs a plumbing permit, new lights, outlets or an oven need an electrical one, and a hood with new ductwork needs a mechanical permit. Fairfax County: does my project need a permit?
A designer measures the room at your house and draws it in 3D, so you can judge the island, the hood and the walls you want gone before a single cabinet is ordered, and so the drawings that go to the Town and the county match what gets built.
Cost: Kitchens from about $20,000. Most of our full kitchen remodels fall between $32,000 and $60,000+. A range is a starting point, not a quote.

Bathrooms in Vienna
Bathroom remodeling in Vienna: above the basement, and below it
Where the bathroom sits matters in Vienna. A hall bath, a primary suite or a powder room on the main or upper floor, with nothing changed outside, is interior work above the basement, which the Town's page does not list for review. A new or rebuilt bathroom in the basement is different, because basement renovations are on the Town's list. Town: residential projects
On the county side, a new vanity, tile or flooring in the same place needs no permit, but a remodel does, and moving or adding a toilet, a sink, a tub or a shower brings a plumbing permit. A tub turned into a walk-in shower usually means a new drain or valve position, so we settle it on the first visit. County permit page
Cost: Bathrooms from about $12,500. Most of our bathrooms fall between $20,000 and $60,000+. A range is a starting point, not a quote.

Basements, wet bars and additions
The projects that go to the Town of Vienna first
Three kinds of work bring the Town into a Vienna remodel: renovating the basement, adding a kitchen or a wet bar, and changing the outside of the house. Town: residential projects Each goes through the Town's online Applications & Plan Review portal, Applications & Plan Review and Fairfax County expects the town approval to be uploaded with the county application in PLUS. County alteration permit page
- Basements: a rec room, a guest suite, a bathroom or a bar downstairs is a basement renovation, so it is reviewed by the Town before the county permit. Basement remodeling · Basement remodeling cost guide →
- Wet bars and second kitchens: a wet bar in the family room, or a full second kitchen for a parent or guest suite, is the kind of added kitchen or wet bar the Town lists for review. Wet bar ideas
- Exterior work: additions, bump-outs and other changes to the outside go to the Town. In Windover Heights, major exterior changes visible from the street also need the Board of Review's Certificate of Appropriateness. Windover Heights Board of Review The Town also keeps a Board of Architectural Review checklist for exterior modifications, so if the outside changes we check whether it applies to your property. Permits and approvals
Two offices for one Vienna remodel: the Town and Fairfax County
Town of Vienna Planning and Zoning
- Town Hall is at 127 Center Street South, and the Town's number is 703-255-6300. Its residential projects page lists what needs Town review and what does not. Town: residential projects
- One wrinkle: Fairfax County's alteration permit page says projects in the Town of Vienna need a separate town approval, while the Town's page exempts interior work above the basement that adds no kitchen or wet bar. County alteration permit page Rather than guess, we confirm with Planning and Zoning for each address and each plan.
Fairfax County Land Development Services
- The building permit is the parent; plumbing, electrical and mechanical permits are filed under it as its "child" permits. County alteration permit page The county's permit line is 703-222-0801. County permit page
- Since the county's April 30, 2026 announcement, Fast Track plan review for non-complex residential projects, minor interior alterations among them, was cut from 5 business days to 1; the county decides whether a kitchen or bath qualifies. Fast Track notice
- Applications filed from July 1, 2026 on pay county building and site fees that are 5% higher again. County fee notice
Windover Heights Board of Review
The board meets at 7:30 pm on the first Tuesday of the month, and only when an application is waiting. It looks at new construction and major exterior alterations that can be seen from the public right-of-way, and approved projects receive a Certificate of Appropriateness. Out with the old: Vienna trash rules, ReStores and our container
- The Town truck: Vienna's crews collect one bulk pile per home each week, no bigger than 8 by 4 by 4 feet. Toilets, sinks and tubs are on the accepted list; appliances are not, and neither is contractor-generated waste or debris from a project that needs a building permit. Town: trash and recycling In practice, nothing from a remodel we build goes to the curb.
- Two ReStores: Habitat for Humanity DC-NOVA runs stores at 869 South Pickett Street in Alexandria, (703) 360-6700, and 4311 Walney Road in Chantilly, (703) 953-3747, taking donations Monday to Saturday, 10 am to 4 pm, at the back bay doors. ReStore locations The county's July 2026 "Donate, Don't Trash" column sends residents there with usable appliances and building materials. County Golden Gazette
- What a ReStore wants: full sets of wood cabinets with every door, whole toilets (dropped off, not picked up), rust-free appliances younger than 10 years (no wall ovens, and dishwashers no older than 5) and unopened tile, at least two boxes of it. Countertops only go to Chantilly, which takes Corian, granite and Silestone by drop-off. Large donations in Northern Virginia can be picked up free. ReStore donation rules
- Keeping cabinets for donation: point out the cabinets you want saved at the final measurement, and our crew takes them out whole on demo day. They will need a dry spot to wait for the ReStore truck, such as the garage; you book that pickup with the ReStore.
- Everything else: goes into our own 14-foot container, set on demo day and hauled off when demolition ends. Where a container can't go, debris waits under cover and leaves on our truck each evening.
Check any contractor
What to ask a Vienna remodeler before you sign
Fairfax County gives Vienna homeowners a short checklist: anyone doing $1,000 or more of work on your home needs a Virginia contractor license, be wary of a contractor who wants the permit in your name, and unlicensed work can be reported in PLUS or to DPOR. County: hiring a contractor The state's own guidance asks for a written contract, a deposit of no more than 10% or $1,000 (30% for custom orders), three written estimates, and reminds you of the 3-day right to cancel a door-to-door sale. DPOR: hiring a contractor
Virginia sizes its licenses by the job: Class C covers work over $1,000 and under $30,000, Class B runs from $30,000 to $150,000, and Class A starts at $150,000. Questions
Vienna remodeling questions
Does the Town of Vienna have to sign off on my kitchen or bathroom remodel?
Often not, but it depends on three things. The Town's residential projects page says interior renovation above the basement, with no exterior work and no added kitchen or wet bar, needs no Town review. A basement renovation, a new kitchen or wet bar on top of the one you have, or anything that changes the outside of the house does go to the Town first, through its Applications & Plan Review portal. Fairfax County's alteration permit page, for its part, asks Vienna projects for a separate town approval, so before we file we confirm with the Town's Planning and Zoning staff what your address and your plan need.
Who issues the building permit for a remodel in Vienna?
Fairfax County. Inside the Town limits the Town acts as the zoning step, but the building permit and the plumbing, electrical and mechanical permits are all issued by the county's Land Development Services in its PLUS portal. The county wants a permit for a full kitchen or bath remodel, but not for new cabinets, counters, a vanity, tile or floors that simply take the old ones' places. Our permit department prepares the drawings, files with the Town and the county, pays the fees and books the inspections.
We live in Windover Heights. Will the Board of Review look at our plans?
Only if the plan changes the outside. The Windover Heights Board of Review, which covers this historic district of single-family homes in northwest Vienna, issues Certificates of Appropriateness for new construction and major exterior changes that can be seen from the street. It meets at 7:30 pm on the first Tuesday of the month, and only when an application has been filed. A kitchen or bath that stays inside the walls is not part of what the board reviews; a new window, a bump-out or an addition is.
What does remodeling a kitchen or bathroom in Vienna cost?
Kitchens from about $20,000. Most of our full kitchen remodels fall between $32,000 and $60,000+. Bathrooms from about $12,500. Most of our bathrooms fall between $20,000 and $60,000+. A range is a starting point, not a quote. Your layout, the size of the room and the finishes you pick decide where your project lands, and a designer prices it after measuring.
How far is your nearest showroom from Vienna?
Our Fairfax showroom at 9970 Main Street is about 4 miles from the center of Vienna in a straight line, the closest of our three. It is open Monday to Saturday, 9 am to 5 pm. If Sterling or Bethesda suits you better, you can meet a designer at either of those instead.
Will the Town's trash crew haul away my old vanity, toilet or cabinets?
Not from a remodel. Vienna's weekly bulk pickup takes toilets, sinks and tubs that a household sets out, in one pile no bigger than 8 by 4 by 4 feet, but no appliances, nothing a contractor generated and no debris from a project that needs a building permit. So everything we tear out leaves in our own container or truck. Cabinets in good shape can go to a Habitat for Humanity ReStore in Alexandria or Chantilly, which take complete sets with their doors.
